What happened
On August 23, 2014, an Embraer EMB-810C, registration PT-RFC, departed from Foz do Iguaçu (SBFI) bound for Campo Grande (SBCG). During the flight, the pilot attempted to divert to Dourados (SSDO) after realizing the intended destination's runway was closed for maintenance. However, due to difficulties coordinating with the radio station at the alternate airport, the pilot decided to proceed toward Campo Grande.
At approximately 02:50 UTC, Curitiba ACC contacted the aircraft to inquire about its intentions regarding the runway closure at SBCG, which was scheduled to be closed daily from 01:00 to 11:00 UTC. Upon learning of the closure, the pilot declared an emergency, stating that the remaining fuel was insufficient to divert to another airport. In response, the Campo Grande Emergency Plan was activated. INFRAERO coordinated the temporary release of maintenance personnel and machinery to allow for a runway inspection. The aircraft landed safely at 03:43 UTC.
The investigation
The investigation established that the pilot was properly qualified and held valid medical and technical certifications. The aircraft was also in a condition of airworthiness, with no maintenance irregularities found, and was within weight and balance limits. The investigation focused on why the pilot was unaware of the active NOTAM (E2550/2014) which had closed the runway for maintenance work.
