What happened
On August 22, 2018, a pilot planned to conduct a flight for general aviation purposes near the settlement of Voznesenka, which served as the base for the aircraft. The aircraft involved was an Aeroprakt-22L2, registration RA-0324A. Prior to the flight, at 04:18, a notification was submitted to the Krasnoyarsk Air Traffic Control Center regarding the use of airspace within a 5 km radius of Voznesenka. The flight was intended to be conducted under visual flight rules at altitudes up to 500 meters within a Class G airspace.
According to witness testimony from a security guard, the pilot arrived at the Voznesenka site at 05:10 local time. The flight was scheduled to take place between 06:00 and 13:00.
The investigation
The investigation reviewed the regulatory compliance of the pre-flight procedures. It was noted that the pilot did not undergo a formal medical examination before departure; however, under the applicable FAP-128 regulations, this was not a violation because the airfield lacked a medical professional, leaving the decision to permit the crew to fly to the pilot's discretion. Additionally, the investigation looked into how meteorological information was obtained, noting that the pilot likely utilized the official Roshydromet website for weather analysis, which is consistent with the operator's established procedures for obtaining zonal forecasts.
