What happened
On April 2, 2016, at approximately 09:00, an Antonov An-2, registration RA-54828, crashed on a plot of land near the settlement of Aksarino in the Zainsky district of the Republic of Tatarstan. The aircraft was operating as part of a contract for chemical treatment of agricultural lands between the client, Agrofirma ZAY, and the contractor, Technoservice-A.
Prior to the accident, the aircraft had arrived at the Bazarnye Mataki landing site in Tatarstan during the daytime on April 1, 201 6. The flight was part of a larger-scale agricultural spraying operation involving various subcontractors.
The investigation
The investigation examined the contractual arrangements and fuel supply chain involved in the operation. While the primary contract required the client to engage qualified third parties for agricultural spraying, the investigation found that the specific subcontract for the aircraft and crew could have been with Aviapartner, though no such document was presented to the commission.
Regarding fuel logistics, the commission found that 10,000 liters of automotive fuel had been delivered to a fuel depot in Begishevo in September 2015 via a tanker from the contractor. This fuel was stored in a 50 m³ tank. However, no documentation was provided to verify the quantity, grade, or quality of this fuel. The commission also noted that the fuel was placed in the depot following verbal instructions from the general director of Agrofirma ZAY.
