What happened
On July 11, 2011, an An-24RV, registration RA-47302, was operating flight IK 9007, a scheduled passenger service from Tomsk to Surgut. The aircraft was carrying 33 passengers, including one child, and a crew of 4. Prior to the flight, the aircraft underwent operational technical maintenance performed by the Tomsk Avia Airlines technical services. A pre-flight inspection was completed by the flight mechanic in accordance with the flight manual requirements.
At the time of departure, the aircraft was carrying 3,500 kg of TS-1 fuel, which was sufficient for the intended route to Surgut, including an alternate flight to Nizhnevartovsk. The takeoff mass was recorded at 21,800 kg, and the center of gravity was 25.57% MAC, both of which were within the operational limits for the aircraft type.
The investigation
The investigation reviewed the flight preparation documents, including flight assignment No 3507 and maintenance work order No 1978. Records indicated that the aircraft's maximum takeoff weight was established at 22,500 kg. The investigation also noted that the crew had completed a medical examination on July 10, 2011, at the Nizhnevartovskavia medical station. Additionally, the crew had successfully operated a previous flight, IK 9018, from Nizhnevartovsk to Tomsk, without any reported issues.
