On July 16, 2021, an An-2lan aircraft, registration RA-28728, was performing a scheduled passenger flight, SL42, from Kedrovy to Tomsk. The flight was part of a series of operations conducted by the crew of LLC 'SiLA' following a previously submitted airspace use request.
Records indicate the crew had performed ten flights in the 24 hours preceding the event. The flight logs for July 15 and July 16, 2021, show a total flight time of 12 hours and 35 minutes, with a total engine start-to-shutdown time of 13 hours and 45 minutes across various routes including Abakan, Kemerovo, Gorno-Altaysk, and Novokuznetsk.
The second pilot of the aircraft had been hired by LLC 'SiLA' on February 15, 2021. Following this appointment, the pilot underwent theoretical training at the Federal State Autonomous Educational Institution of Advanced Training 'Center for Training of Aviation Personnel' for 174 academic hours. This training covered 11 disciplines necessary for the operation of the An-28 aircraft with TVD-10B engines.
Subsequent to the theoretical course, the pilot completed a practical training program consisting of ground, simulator, and flight training totaling 5 hours and 55 minutes. On May 18, 2021, the Territorial Qualification Commission of the Civil Aviation Department of Rosaviatsia officially awarded the second pilot qualifications for the An-28 aircraft, including authorization for instrument flight rules.
