What happened
On June 12, 2010, a pilot was conducting agricultural work using an SV-32 micro-airplane, registration RA-1183G, on behalf of the operator OOO Nadezhda. The flight took place in the Tsimlyansky District of the Rostov Region.
According to flight records, the pilot had previously been performing agricultural spraying in the Chernyshevsky District of the Volgograd Region between June 8 and June 11, 2010. Following the completion of tasks near the settlement of Nizhnegnutov at 03:47 on June 11, the pilot was instructed by a representative of OOO Spektr to relocate to an operational site for OOO Nadezhda located near the Antonov khutor in the Tsimlyansky District.
The investigation
The investigation revealed that the flight into the Tsimlyansky District was not included in the seasonal application for agricultural work submitted by NP ATC ANTON for the period of April 1 to June 20, 2010. While the approved flight plan for the period specified operations within the Volgograd Region, the pilot's movement to the Rostov Region was not authorized under that plan.
Records from the aircraft's logbook indicated that 12 flights were completed on June 11, 2010, totaling 5 hours and 35 minutes of flight time. The investigation confirmed that both the relocation flight and the subsequent production flights in the Tsimlyansky District were conducted without a filed application or permission to use the airspace.
