What happened
On July 8, 2021, a P2002-JF aircraft, registration RA-01865, was engaged in forest patrol operations under a state contract held by Capital-Jet LLC. The mission was part of a series of flight shifts conducted in the Yamalo-Nenets Autonomous Okrug.
The crew, consisting of the pilot in command and an observer, arrived at the Tolka airfield at 06:00 local time. Following a medical examination of the crew and standard pre-flight preparations, the pilot departed from Tolka at 07:02. The flight was authorized to operate within Class C and G airspace, following a route that included several waypoints such as Lake Terylto and the village of Ratta, before returning to Tolka. During the flight, the aircraft maintained an altitude of approximately 300 meters. The accident occurred while the aircraft was executing its patrol route.
The investigation
The investigation reviewed the flight plan submitted to the Tyumen Air Traffic Control Center and the operational history of the aircraft. Records show the aircraft had recently been repositioned from Izhevsk to Noyabrsk in May 202 and had completed several flight shifts for forest monitoring duties prior to the incident.
