What happened

On 15 August 1998, a Piper PA-28-151, registration ZS-JGP, was conducting a private flight from Sodwana toward Margate. The flight was part of a multi-leg holiday journey that had previously included stops in George and East London. During the final leg of the trip, the aircraft was carrying the pilot and two passengers.

While flying over Port Shepstone, approximately two hours into the flight, the aircraft's engine failed. The pilot attempted to rectify the issue by switching to the left fuel tank, which briefly resulted in the engine restarting. However, the engine failed a second time shortly thereafter. Both fuel quantity gauges indicated that the tanks were empty. The pilot subsequently performed an emergency landing on a beach at Port Shementstone. While the landing resulted in the collapse of the nose gear and minor damage to the engine mount and cowling, there were no injuries to the occupants.

The investigation

SACAA AIID investigators examined the circumstances surrounding the fuel levels and the sequence of engine failures. The investigation established that prior to takeoff from Sodwana, the pilot and passengers believed the remaining fuel quantity was approximately 30 US Gallons, an amount deemed sufficient to reach the refueling facilities at Margate. The inquiry focused on the discrepancy between this perceived fuel level and the actual exhaustion of fuel during flight.
