What happened
On June 13, 2006, a Z 37 aircraft, registration OK-CJZ, operated by JASAIR cz, s.r.o., conducted a VFR photography flight. The flight plan originated from Hosín (LKHS) and included several waypoints such as Jindřichův Hradec, Znojmo, and Hodonín, with an intended landing at Bohuমানিকovice (LKBO). The flight plan also included operations within the identification zone, crossing the border into Slovakia.
At 07:55 UTC, the aircraft entered the Brno - Tuřany (LKTB) TMA IV at flight level 085 within Class D airspace. The pilot failed to establish communication with Brno Approach (APP LKTB) upon entry. The aircraft continued to operate within this airspace for 17 minutes without flight authorization, creating a potential conflict with an IFR flight (KAJ 2569) that had departed from LKTB at 08:00 UTC. The pilot did not establish contact with APP LKTB until 08:12 UTC, following multiple attempts by APP Náměšť, FIC Praha, and APP LKTB to reach the aircraft.
The investigation
The ÚZPLN investigation examined the flight logs, the pilot's qualifications, and the technical status of the aircraft. The investigation confirmed that the pilot held a valid commercial pilot license with SEP land qualification and a valid Class 1 medical certificate. The aircraft, a 1972 model manufactured by LET Kunovice, was found to be fully airworthy, with all maintenance performed in accordance with the manufacturer's manual. Meteorological conditions at the time of the incident were favorable, with visibility exceeding 10 km and clouds at 3,500 ft AGL.
