Incident Overview
The aircraft was observed performing a maneuver at low altitude over a beach area approximately 15 minutes after takeoff. During the maneuver, the pilot executed a pull-up, entering a steep climb, followed by a left bank or roll, which led to a nose-down attitude. The aircraft struck the sand at the water's edge before it could recover. It bounced and came to rest in shallow water.
Witness Observations
Witnesses reported that the engine sounded normal throughout most of the flight. However, one witness noted that as the aircraft descended and turned, the sound level rose in pitch.

An examination of the aircraft and its engine revealed no indication of any preimpact malfunction or failure.
Pilot and Passenger Details
The pilot, weighing 270 pounds, occupied the front seat, while the passenger, weighing 180 pounds, was seated in the aft seat. Before takeoff, the aircraft had 35 gallons of fuel on board. The aircraft was within its weight and balance limits.
Pilot Experience
The pilot had recently received 25 hours of dual instruction for banner towing and had been included in the operator's waiver for authorization to tow.
