Approach
The pilot conducted a VOR/DME approach and subsequently circled to land on Runway 23. Weather conditions at the time included light snow and fog. The terrain and the runway surface were covered with snow.
Attempt to Activate Runway Lights
During the approach, the pilot attempted to contact Brainerd UNICOM to request that the runway lights be turned up. However, no response was received. The pilot could have activated the runway lights by keying the microphone on the UNICOM frequency, but did not do so.
Final Approach and Landing
On final approach, the pilot observed a row of lights and believed the aircraft was aligned with the runway. In reality, the aircraft was aligned between the runway and the adjacent taxiway. The pilot subsequently landed in approximately 14 inches of snow in that area.
Damage
The aircraft sustained damage as a result of landing in the deep snow.
