What happened
During a training flight, a flight instructor was instructing a foreign student pilot on the procedures for a rejected takeoff. As the aircraft accelerated, air traffic control cancelled the takeoff clearance and instructed the pilot to hold in position. Because the student did not initially understand the instruction, the instructor retarded the engine power and repeated the clearance instructions. After repositioning the aircraft for a new takeoff attempt, the instructor confirmed the student understood the clearance.
Upon receiving takeoff clearance a second time, the instructor intentionally reduced power on the right engine while the aircraft was traveling at 10 mph below rotation speed. The student proceeded to rotate the aircraft, causing it to become airborne. The instructor then instructed the student to land the airplane, noting that there was sufficient runway remaining. The student failed to respond to this instruction. As the instructor attempted to land the aircraft, air traffic control advised that the landing gear had not been extended. In an attempt to recover, the instructor applied full power to the right engine, but the aircraft settled onto the runway.
There were no injuries reported in the incident.
