A collision occurred on a taxiway between a Piper airplane taxiing to parking and a Beech airplane preparing for departure.

What happened

After completing its landing, a Piper aircraft began taxiing toward the parking area. Simultaneously, the pilot of a Beech airplane was taxiing for departure. Upon observing the Piper moving inbound on the taxiway, the pilot of the Beech stopped the aircraft along the edge of the taxiway with the engine running at idle power.

The Piper aircraft subsequently crossed the taxiway centerline and moved onto the side of the taxiway where the Beech was stationary. During this maneuver, the propeller of the Piper struck the leading edge of the Beech's left wing. The impact also caused the propeller of the Beech to strike the leading edge of the Piper's left wing.

Following the incident, investigators made multiple attempts to secure a completed Pilot/Operator Aircraft Accident Report (NTSB Form 6120.1/2) from the pilot of the Piper, but these efforts were unsuccessful.
