What happened

A private pilot, acting as the pilot in command, initiated a takeoff with a flight instructor occupying the rear seat. During a steep climb at an altitude of approximately 30 feet above ground level, a gust of wind lifted the left wing, causing the Cessna 150 to roll to the right.

Following a command from the flight instructor, the pilot closed the throttle. The aircraft subsequently impacted the side of the runway in a nose-down, wings-level attitude. The impact resulted in a propeller strike and the collapse of both main landing gear. The occupants were not injured.
