What happened

Approximately eight minutes before arrival, the pilot observed the right hydraulic light illuminate on the annunciator panel. The pilot proceeded to lower the landing gear and continued toward the destination. During the approach, the pilot utilized half-flaps to manage a crosswind. Upon touchdown at a normal airspeed and position, the pilot deployed full flaps. Following the landing, the pilot reported that the brakes provided little or no deceleration. The aircraft overran the runway, breached a chain-link perimeter fence, and eventually stopped on a perimeter road located 449 feet from the edge of the runway.

Runway inspections identified black skid marks from both the left and right main gear tires extending to the end of the runway. Furrows created by both main tires continued through the grass toward the fence line. Wind conditions at the time were reported as 070 degrees at 10 knots.
