What happened
Following the event, the Japan Transportation Safety Board (JTSB) notified the NTSB. Under the provisions of ICAO Annex 13, the NTSB appointed a U.S. Accredited Representative to assist the JTSB investigation in its capacity as the State of Manufacturer and Design of the airplane.
