What happened
On 17 June 2023, a Cessna 172-S aircraft, registration VT-FSF, was conducting instructional flying exercises at Bhiwani Aerodrome when it exited the runway and collided with construction equipment. The flight, operated by FSTC Flying School Private Limited, was being conducted by an Assistant Flight Instructor and a student pilot to practice simulated engine failure maneuvers.
During the final approach to Runway 12, the aircraft performed a delayed touchdown. The crew attempted heavy braking, but the aircraft lacked sufficient remaining runway to come to a complete stop. The aircraft traveled beyond the runway markings and entered an area where asphalt paving was underway, striking a paver machine and another vehicle approximately 36 feet past the runway end.
The investigation
The AAIB India investigation examined the flight parameters, the aerodrome's operational environment, and the coordination between flying activities and civil works. Investigators reviewed flight data from the aircraft's Garmin G1000 system, which revealed that the approach was unstable, characterized by an increased airspeed of 89 knots and a high descent rate of over 1,100 feet per minute.
The inquiry also looked into the aerodrome's management, noting that while an ATC tower was available, radio controllers were operating from a different location that lacked a clear view of the runway. Additionally, the investigation assessed the visibility of runway markers and the effectiveness of the flight school's safety monitoring systems.
