Upon landing on Runway 19 via an instrument landing system approach, the second-in-command, acting as the pilot flying, engaged full braking shortly after the aircraft touched the ground. When the crew realized the aircraft was not decelerating as expected, the pilot-in-command also applied braking, but this failed to slow the plane effectively. Consequently, the aircraft exited the end of the runway at a speed of 61 knots and traveled roughly 440 feet into a grassy area before coming to a complete stop.
