Cessna 208B EX Overruns Runway at Ilaga Airport

Casualties unknown • Ilaga Airstrip, Papua, ID

A cargo flight operated by PT. Asian One Air resulted in a runway overrun and substantial aircraft damage during landing in Papua, Indonesia.

What happened

On 13 October 2016, a Cessna 208B EX, registration PK-LTV, was performing an unscheduled cargo flight from Timika to Ilaga Airport in Papua, Indonesia. The aircraft, carrying 1,303 kg of cargo, was operated by PT. Asian One Air with two pilots on board.

As the aircraft approached Ilaga, the Flight Information Service Officer (FISO) reported cloudy conditions with calm winds and visibility dropping below 1,000 meters. During the left downwind leg of the approach, the pilot reported that clouds were partially obstructing the view of the runway. While descending through 8,000 feet, the pilot regained sight of the runway threshold and entered the final approach for runway 25. To manage the descent, the pilot performed a left orbit at 7,700 feet.

The aircraft touched down on runway 25 approximately 120 meters from the threshold at a speed of about 85 knots. Despite the application of brakes and thrust reversers, the aircraft overran the runway, coming to a stop at the left corner of the runway end. The impact caused the nose landing gear to collapse and the propellers to bend backward. There were no injuries to the crew.

The investigation

The KNKT investigation established that the pilots held valid licenses and medical certificates, and the aircraft possessed a valid Certificate of Airworthiness. The investigation noted that the weather at the time of landing involved slight rain and low visibility. The investigation also noted that the aircraft was not equipped with a flight recorder, as it was not required by current Indonesian regulations for this specific aircraft type.

Findings

  • The weather at Ilaga was characterized by clouds and visibility of less than 1,000 meters.
  • The pilot's view of the runway was intermittently obscured by clouds during the downwind and base legs of the approach.
  • The aircraft overran the runway after touchdown, leading to substantial damage to the airframe and propeller.

Safety action

  • The KNKT has issued a safety recommendation to PT. Asian One Air to ensure that all flights conducted under Visual Flight Rules (VFR) strictly adhere to prescribed VFR limitations.

Probable cause

The aircraft overran the runway during landing in conditions where visibility was below 1,000 meters and the view of the runway was partially obstructed by clouds.
