What happened
On June 25, 2019, a series of scheduled commercial passenger flights were organized for the following day, June 26, 2019. The planned operations included four specific flight legs: AGU-99 from Irkutsk to Nizhneangarsk, AGU-199 from Nizhneangarsk to Ulan-Ude, AGU-200 from Ulan-Ude to Nizhneangarsk, and AGU-100 from Nizhneangarsk back to Irkutsk.
For these operations, a crew was assigned by Angara Airlines. The crew composition included a captain, a pilot-inspector, a co-pilot, a flight mechanic, and a flight attendant. The flight assignment, identified as No 28215, was officially signed by the commander of Flight Operations Division No 1 of the airline.
The investigation
The flight assignment documentation specified that the operations were to be conducted in accordance with the flight manual requirements for An-24 and An-26 aircraft, as well as compliance with section 6.3 of FAP-147 regulations.
