What happened
On June 18, 2021, an An-2 aircraft, registration RA-0598A, departed from the Ryshkovo airfield in the Kursk region. The pilot's mission was to perform agricultural work, specifically the treatment of rapeseed crops against weeds, in the Suzemsky district of the Bryansk region. These operations were conducted based on a verbal agreement with the administration of LLC "R. L. Bryansk."
On June 19, 2021, between 07:00 and 10:00 local time, the pilot continued flying to inspect agricultural fields. Takeoffs and landings were performed from a section of a roadway located approximately 2.7 km southwest of the village of Negino. All flight activities took place within 25 km of the Russian Federation's state border.
The investigation
Investigators determined that no notification for the use of airspace for the flights on June 18 or June 19 had been submitted to the Air Traffic Management Center of the State Corporation for Air Traffic Management. Furthermore, the aircraft operated within the border zone without the necessary authorization from the territorial body of the Federal Security Service of the Russian Federation. The crew also operated without maintaining radio communication with air traffic control services.
