What happened
On February 28, 2019, an incident occurred at the Sevarka landing site, located within the Kolomna urban district near the village of Myachkovo. The aircraft involved was an S-72, registration RA-2613G. At the time, the pilot was present at the airfield's hangar to perform interior renovation work on the facility. For reasons that remain undetermined, the pilot moved the aircraft out of the hangar.
A passenger, who had arrived at the airfield for personal reasons unrelated to aviation, joined the pilot. It is believed that the pilot proposed a flight to this individual. The aircraft was operated without a flight plan being submitted to the Moscow Air Traffic Control Center, and no flight authorization had been obtained for the operation within the Class C airspace covering the area.
The investigation
The investigation reviewed the legal status of the aircraft's operation. While the pilot held a power of attorney dated August 11, 2017, this document only authorized him to act as a representative before the Federal Air Transport Agency (Rosaviatsiya) specifically for obtaining a certificate of airworthiness for RA-2613G. The investigation found that the owner of the aircraft had not issued any power of attorney granting the pilot the right to operate the aircraft.
Findings
