What happened
On August 7, 2017, an aircraft was performing agricultural spraying and irrigation operations within Class C airspace. During the mission, the pilot landed on a section of the Ishcherskaya–Kizlyar highway in the village of Chervlyonnaya, located in the Shelkovsky District of the Checrochen Republic, to refuel the aircraft.
At 16:20, while attempting to take off from the roadway, the aircraft collided with an Izh-2717-230 passenger car that was parked on the shoulder of the road. Witnesses at the scene contacted emergency services and provided initial medical assistance to the pilot. The pilot was subsequently transported by ambulance to the Shelkovskaya Central District Hospital for treatment.
The investigation
The investigation, which incorporated statements from the pilot and video evidence from witnesses, revealed several regulatory violations. The flight was conducted without a filed flight plan, and the pilot had not obtained the necessary airspace usage permissions or air traffic control clearance. Additionally, the pilot did not contact the nearest meteorological station operated by Vaynakhavia for weather information, and no pre-flight medical examination was performed prior to the mission.
