Midair collision involving Merlin and AA-5A near runway 14

2 fatalities • Rockport-Aransas County, United States of America • Landing (descent or approach)

Two aircraft collided less than one mile northwest of the approach end of runway 14 during an instrument approach, resulting in three fatalities.

What happened

During a VOR/DME approach, a Merlin was instructed to switch to the unicom frequency. Upon contacting the unicom operator, the pilot requested an airport advisory. The operator provided information regarding a recent pilot report indicating 500-foot ceilings and two miles of visibility over the airfield, though visibility was reported as zero over the water.

Shortly after this exchange, the pilot of an AA-5A contacted unicom while turning final. The same weather advisory was provided to the second aircraft, along with notice that another plane was inbound for runway 14. A collision occurred between the two aircraft less than one mile northwest of the approach end of runway 14. The accident resulted in three fatalities.

Findings

The investigation identified several contributing factors to the midair collision, including a low ceiling and fog. Because the airport lacked an active control tower or radar approach/departure services, the crews were responsible for their own separation. The investigation concluded that the collision occurred during an IFR circling maneuver due to inadequate visual lookout by both flight crews. Additionally, findings noted insufficient air-to-ground communications from both aircraft.

Probable cause

The midair collision was caused by a failure to maintain an adequate visual lookout by both crews during an IFR circling approach in low visibility conditions.
