The National Transportation Safety Board has directed the Federal Aviation Administration to review and revise training programs for operators under 14 CFR Parts 121, 135, and 91 subpart K.
The National Transportation Safety Board (NTSB) has issued safety recommendation CEN09MA142, designated as A-11-041, to the Federal Aviation Administration. This directive urges the FAA to conduct a comprehensive review of the approved pilot, dispatcher, and flight follower training programs and procedures applicable to all operators regulated under 14 Code of Federal Regulations Part 121, Part 135, and Part 91 subpart K. The NSB requires that these programs be revised as necessary to incorporate standardized training elements and aircraft-specific information. A primary objective of this revision is to better educate pilots, dispatchers, and flight followers regarding the significant dangers associated with flight operations conducted in freezing precipitation. Furthermore, the recommendation emphasizes the need to clearly distinguish between ground deicing considerations and the distinct challenges posed by in-flight icing operations within these training curricula.
