In safety recommendation DCA10RA017, designated as A-11-092, the National Transportation Safety Board has instructed the Federal Aviation Administration to require principal operations inspectors to review flight crew training programs and manuals. The board emphasizes that training in tailwind landings must be provided during initial and recurrent simulator sessions. To the extent possible, this instruction should be conducted at the maximum tailwind component certified for the aircraft on which pilots are being trained. Furthermore, the training must emphasize the importance of landing within the touchdown zone and being prepared to execute a go-around. The guidance specifies that either pilot should call for a go-around if landing within the touchdown zone becomes unfeasible at any point. Additionally, the recommendation highlights the related benefits of using maximum flap extension in tailwind conditions to enhance safety outcomes.
