In recommendation DCA12SS005, designated as A-12-036, the National Transportation Safety Board has issued a directive to the Federal Aviation Administration. The board urges the agency to complete planned actions aimed at establishing a coalition comprising kit manufacturers, type clubs, and pilot and owner groups. This collaborative effort is intended to focus on two primary objectives: first, to develop comprehensive transition training resources, and second, to identify and apply appropriate incentives. These measures are designed to encourage both individuals who build experimental amateur-built aircraft and those who purchase used experimental amateur-built aircraft to complete the necessary training.
