The National Transportation Safety Board (NTSB) has issued Safety Recommendation A-13-001, identified by reference number DCA12MA020, addressed directly to the Federal Aviation Administration. This directive calls for the establishment of strict duty-time regulations for maintenance personnel operating under 14 Code of Federal Regulations Parts 121, 135, 145, and 91 Subpart K. The recommended rules must explicitly take into consideration critical factors such as start time, workload intensity, shift changes, circadian rhythms, and adequate rest time. These requirements are grounded in recent research, scientific evidence, and current industry experience regarding maintenance crew alertness.
