The National Transportation Safety Board, identified by reference number CEN11FA599, has issued safety recommendation A-13-009 addressed directly to the Federal Aviation Administration. This directive requires all operators subject to 14 Code of Federal Regulations Part 121, 135, and 91 subpart K to review their respective general operations manuals. The goal is to ensure that specific procedures are established and in place to prohibit the nonoperational use of portable electronic devices by operational personnel. This prohibition applies while these individuals are in flight as well as during safety-critical preparatory and planning activities on the ground in advance of flight.
