NTSB Recommends Crash-Resistant Recorders for New Turbine Aircraft

The National Transportation Safety Board has issued a safety recommendation to the Federal Aviation Administration regarding flight data and cockpit voice recording requirements.

In recommendation A-13-012, identified by NTSB number CEN11FA599, the National Transportation Safety Board has directed the Federal Aviation Administration to require the installation of crash-resistant flight recorder systems on all newly manufactured turbine-powered aircraft. This mandate applies specifically to nonexperimental and nonrestricted-category aircraft that are not already equipped with a flight data recorder and a cockpit voice recorder while operating under 14 Code of Federal Regulations Parts 91, 121, or 135. The recommended system must record cockpit audio and images providing a view of the cockpit environment, including as much of the outside view as possible, along with parametric data per aircraft and system installation. These specifications align with Technical Standard Order C197 concerning Information Collection and Monitoring Systems.
