The National Transportation Safety Board urges the Federal Aviation Administration to enhance surveillance of commercial balloon operators holding letters of authorization.
The National Transportation Safety Board has issued safety recommendation A-14-012 directed to the Federal Aviation Administration. This recommendation calls for appropriate revisions to FAA Order 1800.56J, titled "National Flight Standards Work Program Guidelines." The goal is to encourage principal operations inspectors to include commercial balloon operators that hold letters of authorization within their general surveillance activities. These inspections should occur especially upon the initial issuance of the letter of authorization and then as necessary, particularly if the operator is involved in an accident. It is noted that safety recommendations A-14-011 and A-14-012 were superseded by recommendation A-17-045.
