The National Transportation Safety Board has issued Safety Recommendation A-14-048, identified by reference number DCA13MA120, addressed directly to the Federal Aviation Administration. This directive follows the request outlined in Safety Recommendation A-14-60, which called for the Aircraft Rescue and Firefighting Working Group to develop a minimum staffing level. The new recommendation instructs the FAA to amend 14 Code of Federal Regulations section 139.319(j). The proposed amendment would require a minimum ARFF staffing level specifically designed to allow for exterior firefighting capabilities. Additionally, this staffing requirement aims to ensure rapid entry into an airplane to perform interior firefighting and rescue operations for passengers and crewmembers.
