The National Transportation Safety Board urges the Federal Aviation Administration to mandate retrofitting of cockpit image recording systems on Part 121 and 135 aircraft.

The National Transportation Safety Board has issued Safety Recommendation A-15-007, designated as DCA14SS009, directed to the Federal Aviation Administration. This recommendation supersedes the earlier Safety Recommendation A-00-30. The NTSB is requesting that the FAA require all existing aircraft operated under Title 14 Code of Federal Regulations Part 121 or 135 to be retrofitted with a crash-protected cockpit image recording system. These aircraft must currently be required to have both a cockpit voice recorder and a flight data recorder. The proposed system must be compliant with Technical Standard Order TSO-C176a, titled Cockpit Image Recorder Equipment, or an equivalent standard. Additionally, the cockpit image recorder should be equipped with an independent power source consistent with the requirements for cockpit voice recorders specified in 14 CFR 25.1457.
