The National Transportation Safety Board (NTSB) has issued safety recommendation A-15-015, identified as DCA13MA081, addressed directly to the Federal Aviation Administration. This directive instructs the FAA to add a special emphasis item to its Order 1800.56O, titled National Flight Standards Work Program Guidelines. The new requirement mandates that inspectors responsible for monitoring 14 Code of Federal Regulations Part 121 cargo operators must conduct thorough reviews of operator manuals. These reviews are intended to verify that all procedures, documents, and support systems related to cargo loading, cargo restraint, and methods for securing cargo on transport-category airplanes are strictly based on relevant FAA-approved data. The recommendation places particular emphasis on the restraint procedures used for special cargo items that cannot be loaded via standard unit loading devices or bulk compartments, aiming to enhance safety standards in these specific operational areas.
