This directive is addressed to the Federal Aviation Administration, Midwest Air Traffic Control, Robinson Aviation, and Serco, Inc. The core of the recommendation urges these organizations to incorporate specific historical events into their educational programs. Specifically, the NTSB advises that instructor-led initial and recurrent training for air traffic controllers should include the midair collisions that occurred on July 7, 2015, and August 16, 2015.
