NTSB Issues Recommendation A-19-011 to FAA Regarding Transport-Airplane System Safety Assessments

The National Transportation Safety Board, identified by reference number DCA19RA017, has issued Recommendation A-19-011 addressed to the Federal Aviation Administration. This directive mandates that manufacturers of all other US type-certificated transport-category airplanes must ensure their system safety assessments account for the impact of all possible flight deck alerts and indications on pilot recognition and response when assuming immediate and appropriate pilot corrective actions in response to uncommanded flight control inputs. Furthermore, the recommendation requires these manufacturers to incorporate necessary design enhancements, including improved flight deck alerts and indications, as well as updated pilot procedures and training requirements, where needed to minimize the potential for and safety impact of pilot actions that are inconsistent with manufacturer assumptions.
