The National Transportation Safety Board urges the Federal Aviation Administration to expand certification requirements for airplane and engine manufacturers.

The National Transportation Safety Board has issued Recipient Recommendation A-19-020, identified by NTSB number DCA18MA142, directed to the Federal Aviation Administration. This recommendation calls for the expansion of Title 14 Code of Federal Regulations Part 25 and Part 33 certification requirements. The goal is to mandate that airplane and engine manufacturers collaborate to analyze all critical fan blade impact locations across all engine operating conditions. This analysis must include the resulting fan blade fragmentation and the effects of fan-blade-out-generated loads on the nacelle structure. Furthermore, the recommendation requires the development of a method to ensure that these analysis findings are fully accounted for in the design of the nacelle structure and its components.
