The NTSB recommends that the Federal Aviation Administration require principal operations inspectors to review the operations manuals of their assigned carriers and ensure that the manuals clearly state the roles of each flight crewmember in visually confirming the accomplishment of all operating checklist items, especially those considered "critical" to flight.
