FAA Urged to Mandate Cockpit Resource Management Training

A 1988 recommendation called for FAA to require Part 121 operators to use cockpit resource management programs in training.

In 1988, the National Transportation Safety Board recommended that the Federal Aviation Administration require operators under 14 CFR Part 121 to develop and use cockpit resource management programs in their training methodology by a specified date. This recommendation was later superseded by a subsequent notice.
