SITUATION: APCH END OF RWY 30R NOT VISIBLE FROM THE TWR. POTENTIAL GND CONFLICT LTSS SYS ERROR.
THE APCH END OF RWY 30R HERE AT PAL-WAUKEE IS OBSCURED BY A HANGAR IN VERY CLOSE PROX TO THE RWY EDGE. ACFT TAXIED INTO POS DISAPPEAR COMPLETELY BEHIND THE HANGAR. THIS IS A VERY DANGEROUS SITUATION; AND IS THE BEST EXAMPLE OF AN ACCIDENT WAITING TO HAPPEN I HAVE EVER SEEN. ACFT ARE TAXIED INTO POS; LOST TO SIGHT; AND THEN FORGOTTEN ABOUT ROUTINELY. 6-10 TIMES A YR AN ACFT IN POS ON 30R AND FORGOTTEN ABOUT IS LANDED OVER BY ANOTHER ACFT. THIS PROBLEM IS EXACERBATED BY THE FACT THAT THERE IS NO PARALLEL TAXIWAY FOR THIS RWY. ACFT MUST BE HELD IN A SMALL WARM-UP PAD AREA THAT HAS ROOM FOR 2 SMALL ACFT. WE HAVE APCHED TWR MGMNT ON NUMEROUS OCCASIONS ABOUT THIS; BUT THEY SAY THEIR HANDS ARE TIED BECAUSE THE ARPT AUTHORITY HAS FINAL SAY. THE ARPT AUTHORITY REFUSES TO TEAR DOWN THE HANGAR DUE TO LACK OF PARKING SPACE. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO.RPTR EXPERIENCE 6 YRS NON RADAR. RPTR STATED THE HANGAR THAT RESTRICTS VISIBILITY OF THE RWY HAS BEEN SCHEDULED TO BE REMOVED FOR 2 YRS. RPTR STATED PROCS ARE IN EFFECT TO PRECLUDE LNDG OVER THE TOP OF AN ACFT IN POS ON THE RWY. THIS ANALYST SUGGESTED THE RPTR APCH FAA FACILITY MGMNT WITH A SUGGESTION THAT A SURVEILLANCE TELEVISION BE INSTALLED TO VIEW THE END OF THE RWY WHICH CAN BE MONITORED FROM THE TWR. RPTR STATED ACFT SOMETIMES TAXI ONTO THE RWY WITHOUT A CLRNC AND THE TWR DOES NOT KNOW THEY ARE ON THE RWY. RPTR STATED THE TWR DOES NOT PUT ACFT ON THE RWY BECAUSE THE RUNUP AREA IS FULL. SHE WANTED THAT STATEMENT TAKEN OUT OF HER RPT.
