Synopsis

SMA PLT BOUNCES TWICE ON LNDG AND ROLLS ONTO OVER RUN.

Narrative

AFTER RECEIVING CURRENT ATIS INFO FROM FULLERTON; I CONTACTED THE CTL TWR AND RPTED MY POS AND KNOWLEDGE OF ATIS. MY NAV RADIO WAS SET ON 108.9 FULLERTON LOC-DME; THE OBS SET ON 240 WITH NEEDLE CENTERED. STRAIGHT IN APCH WAS APPROVED FOR RWY 24 AND DIRECTED TO RPT OVER CAL STATE. AFTER RPTING AT CAL STATE I WAS CLRED TO LAND WITH 2 1/2 MI FINAL. WITH FIELD IN SIGHT; AUTOPLT NOW TURNED OFF. AT THIS TIME GEAR DOWN; 10 DEG FLAPS; INDICATED AIRSPD 120; VASI RED OVER WHITE; ADDITIONAL 10 DEG FLAPS APPLIED. AIRSPD 90; SECOND LIGHT BAR TURNING RED; PWR APPLIED AND FULL FLAPS DEPLOYED. NOW ON GLIDE PATH AND APCH CORRECT; PWR OFF SHORT OF RWY AND APCH SPD NORMAL. ONCE OVER THE RWY NUMBERS THE FLARE WAS INITIATED AND TOUCHDOWN AT 75. IT APPEARED THE GND SPD WAS SLIGHTLY HIGH AND THE ACFT LIFTED OFF THE RWY AND FLOATED APPROX 150 FT. AT THIS TIME CONTACT WAS MADE WITH THE RWY; ONCE AGAIN THE ACFT LIFTED OFF A SECOND TIME FOR A SHORT DISTANCE. WHEN CONTACT AND ROLL FINALLY MADE; HVY BRAKING APPLIED IN AN ALL OUT EFFORT TO AVOID END OF RWY OVERRUN; WHICH HAPPENED -- NO INJURY. AFTER A REVIEW OF THE EVENT; I FEEL A TAILWIND MUST HAVE DEVELOPED WHICH PUSHED THE ACFT DOWN THE RWY AT A GNDSPD HIGHER THAN INDICATED AIRSPD.
