WDB ACR HAD TO MAKE GAR. PLT DEV.
CLRED FOR ILS DME APCH TO RWY 27 WITH INSTRUCTIONS TO HOLD 170 KTS UNTIL FAF AT SAME TIME. SECOND ACFT WAS CLRED FOR APCH TO RWY 22L; AN INTERSECTING RWY. TWR SAID SPACING WAS GOOD FOR US TO BE THROUGH RWY INTXN BEFORE ACR Y LANDED. ON SHORT FINAL I ASK THE FO HOW IT LOOKED. HE SAID IT LOOKED GOOD SO FAR. WIND AT FAF WAS 295 DEG AT 34 KTS. GS AT 1000 FT WAS 104 KTS. TWR GAVE US NO MORE ADVISORIES. SHORTLY AFTER TOUCHDOWN; THE SECOND ACFT Y ASKED ABOUT TFC ON THE INTERSECTING RWY. WE SAW WDB Y ON VERY SHORT FINAL AND I APPLIED MODERATE BRAKING TO HOLD SHORT OF INTXN. FO INFORMED TWR THAT WE COULD HOLD SHORT. TWR TOLD ACR Y TO GAR. WE STOPPED SHORT OF INTXN AND ACR Y FLEW OVERHEAD ON GAR. I BELIEVE TWR CTLR INATTN AND WIND COMPONENT ON APCH CONTRIBUTED TO THIS INCIDENT. I FEEL THE PRACTICE OF LNDG ON INTERSECTING RWYS; WITH OR WITHOUT HOLD SHORT INSTRUCTIONS; IS NOT SAFE FOR JET TRANSPORT ACFT. SUPPLEMENTAL INFO FROM ACN 187651. OUR FLT WAS CLRED TO LAND IN BOS ON RWY 27. AT APPROX 1/2 MI FINAL; CAPT ASKED ME HOW THE SPACING WITH ACR Y ON FINAL FOR 22L LOOKED; SINCE WE WERE IN INTERSECTING RWYS. NEITHER ACFT WERE GIVEN ANY HOLD SHORT INSTRUCTIONS. ASSUMING THE CAPT PLANNED TO ROLL TO THE END OF OUR SHORT RWY I SAID SPACING APPEARED FINE FOR NOW. AFTER TOUCHDOWN AND WHILE WE ROLLED OUT; ACR Y ASKED TWR IF WE WERE GOING TO HOLD SHORT OF 22L. ACR Y APPEARED TO BE ON AN 1/8 MI FINAL. CAPT APPLIED MODERATE BRAKING AND TOLD ME TO TELL TWR THAT WE COULD HOLD SHORT IF HE WANTED. BEFORE I COULD RESPOND; TWR TOLD ACR Y TO GAR. ON THE GAR; THE ACR Y FLEW DIRECTLY OVER US AT APPROX 150-200 FT. CONSIDERING OUR RWY 27 WAS 7000 FT AND Y'S RWY 22L WAS JUST OVER 10000 FT; ANY HOLD SHORT SHOULD HAVE BEEN GIVEN TO ACR Y. IN ANY EVENT; CTLR APPARENTLY LOST HIS SITUATION AWARENESS AND MISTOOK THE SPACING OF BOTH ACFT. HE SEEMED FLUSTERED AS HE HANDED ACR Y OFF TO DEP. PERHAPS ATC SHOULD RECONSIDER INTERSECTING RWY OPS EVEN IN IFR WX WITH RWYS OF LIMITED LENGTH.
