Synopsis

DEP ORD ACR MLG MADE A WX DEV WITHOUT DEP CTLR CLRNC.

Narrative

ON DEP TURNED L TO ASSIGNED HDG OF 040 DEG. STILL IN AND OUT OF CLOUD. RADAR SHOWED A CELL 3 MI 12 O'CLOCK AND SHOWED DENSE PRECIPITATION. REQUESTED A 10-15 DEG TURN TO R. CTLR CAME BACK 'REQUESTING A R TURN; YOU WERE BLOCKED' AND CONTINUED GIVING CLRNCS TO OTHER ACFT WITHOUT IDENTING AND ASKING WHO HAD MADE THE REQUEST. WE BROKE OUT OF CLOUD AND VISUALLY CAME INTO CONTACT WITH THE CELL THAT OUR RADAR HAD IDENTED. ESTIMATE THIS TSTM CELL TO BE 7000 HIGHER. TURNED R TO AVOID IT AT A 075 DEG HDG WHEN CTLR STOPPED OUR CLB AT 7000 FROM OUR PREVIOUS CLRNC TO 13000. ASKED WHY WE HAD 'TURNED ON OUR OWN'. WE SAID HE HAD BEEN BLOCKED AND WASN'T UNTIL WE COULD FIT INTO XMISSION BREAK THAT WE COULD RPT OUR HDG. CTLR SAID TO CALL AFTER LNDG. CAPT CALLED AND DEBRIEFED. SUPVR RPTED 'NO HARM NO FOUL' AT CHICAGO APCH. SUPPLEMENTAL INFO FROM ACN 187819: THE FREQ WAS TOO CONGESTED. THE CTLR SHOULD HAVE INQUIRED ABOUT OUR BLOCKED REQUEST FOR A TURN. THEN; WE COULD HAVE WORKED OUT A SOLUTION WITHOUT GETTING TOO CLOSE TO CONFLICTING TFC.
