FLC UNABLE TO ACCEPT A VECTOR INTO WX AND MAY HAVE PENETRATED A RESTRICTED AREA.
WE WERE CLBING THROUGH FL300 TO 330 ON A RADAR VECTOR FROM LOS ANGELES CENTER. WE WERE TOLD TO TURN R BY ATC TO 095 DEG WHO WAS VERY BUSY. AT THE FIRST OPPORTUNITY WE ADVISED HIM WE NEEDED TO TURN FURTHER R TO AVOID WX. HE TOLD US WE COULD NOT TURN DUE TO A RESTR AREA R- 2507N. WE TOLD HIM WE HAD NO OPTION BUT TO TURN R. WE KNEW THERE WAS TFC ON THE L. HE THEN TOLD US TO TURN BUT WE HAD TO REMAIN CLR OF THE RESTR AREA OR SQUAWK 7700. WE FELT SURE THAT OUR DEV WOULD KEEP US CLR OF THE AREA BUT WE WERE NOT SURE. IF THE CENTER CTLR HAD NOT BEEN SO BUSY THIS PROBLEM WOULD NOT HAVE OCCURRED. THERE WAS NOT ENOUGH TIME TO HAVE A DISCUSSION; WE HAD TO TURN OR CONTINUE FLT INTO VIOLENT WX. THE CTLR WAS UNABLE TO TAKE ENOUGH TIME TO TELL US OUR POS RELATIVE TO R-2507N DUE TO LACK OF TIME AND UNUSUALLY HIGH RADIO TFC. IT SEEMED THAT HE HAD VECTORED SEVERAL ACFT INTO THE SAME AREA AND WE ALL HAD THE SAME TROUBLE. WE ALL WERE ON RADAR VECTORS AND WERE NOT TOLD HOW CLOSE WE WOULD BE TO THE RESTR AREA. LATER WE WERE TOLD WE COULD MAKE A 360 DEG TO THE L; BUT THAT CONTRADICTED WHAT HE PREVIOUSLY TOLD US ABOUT TFC TO OUR L. I THINK THE CTLR HANDLED THIS SITUATION VERY BADLY AND DID NOT CONSIDER OUR PROBLEMS WITH ALL FACTORS.
