STUDENT PLT ON A 1 MI FINAL HAS A NMAC WITH A DEP ACR SMT.
I WAS FLYING MY LONG X-COUNTRY FLT WHICH I HAD PLANNED TO START AT LOGAN; UT; AD GO UP THROUGH IDAHO. I WAS INBOUND FOR LNDG ON RWY 21 AT POCATELLO REGIONAL ARPT. I WAS ON V21 AND USING THE POCATELLO VORTAC TO NAV DIRECTLY TO POCATELLO FROM THE BLACKFOOT ARPT. I REMEMBER MAKING MY FIRST (INITIAL) CALL UP TO POCATELLO TWR BTWN BLOCKFOOT ARPT AND THE GREEN MARSHES TO THE NE OF AMERICAN FALLS RESORT. I TOLD THE TWR THAT I WAS A STUDENT PLT INBOUND FOR LNDG AND THAT I WAS LOCATED 15 MI TO THE NE. THEY RESPONDED BY INSTRUCTING ME TO LAND ON RWY 21 (STRAIGHT IN) AND TO ADVISE THEM WHEN I WAS 3 MI FROM THE ARPT. I RPTED TO THE TWR WHEN I WAS 3 MI OUT; THEN I SET UP MY APCH. WHEN I WAS 1 MI OUT; I RECEIVED AN INQUIRY ABOUT MY POS. I TOLD THEM I WAS 1 MI OUT. JUST AFTER MY XMISSION I SPOTTED THE LNDG LIGHTS OF AN ACR Y (SMT) COMING STRAIGHT AT ME AND A LITTLE TO MY L. I KNEW HE WAS WITHIN A MI OF ME AND HEADED FOR MY L WING. I IMMEDIATELY BEGAN TO BANK MY PLANE TO THE R BECAUSE THAT WAS THE QUICKEST WAY TO GET OUT OF THE FLT PATH OF THE SMT. AS I TURNED; I WAS INSTRUCTED BY THE TWR TO TURN TO MY L SO I ENTERED A BANKED DIVE TO THE L. THIS DIVE CARRIED ME DIRECTLY UNDER THE SMT AT A DISTANCE OF ABOUT 250 FT (VERT). IT WAS APPARENT THAT THE CAPT OF THE SMT HAD SPOTTED ME BECAUSE HE IMMEDIATELY ENTERED A STEEP CLB WHICH ALLOWED ME TO DIVE UNDER HIM. I WAS INSTRUCTED TO CALL THE TWR BY TELEPHONE WHEN I LANDED. I THEN CONTINUED ON TO BURLEY AFTER STOPPING TO REGAIN MY COMPOSURE. I WAS A LITTLE SHAKEN UP BY THE NEAR MISS. I STOPPED BY THE BURLEY FSS AND CALLED THE TWR. I SPOKE WITH THE CTLR. HE INSISTED THAT I WAS NOT TO BLAME 'THE CTLRS'. HE ALSO SAID THAT I SHOULD BE WILLING TO PUT MY LIFE ON THE LINE IF NECESSARY TO DO WHAT HE TELLS ME TO DO. THE CTLR CALLED MY FLT INSTRUCTOR AND BLAMED ME FOR THE NEAR MISS; WHEN IN ACTUALITY I FOLLOWED HIS INSTRUCTIONS WHICH NEARLY CAUSED SOME SERIOUS PROBLEMS.
