EMB-190 First Officer reported a weight on wheels system failure on takeoff. The flight crew elected to perform an air turnback and precautionary landing at departure airport.
Normal preflight and taxi to runway; GPU receptacle on MEL. Normal takeoff put to gear retraction. When positive rate was called; the gear handle would not move into the retract position. After a couple of seconds an amber WOW System Fail EICAS message appeared. We asked ATC for a lower altitude and to remain in the pattern. We were cleared to maintain 2;000 ft. instead of our previous 4;000 ft. and given a heading. We went through our SOP's and non-normal procedures for the EICAS message. We informed the inflight with a code yellow and then made an announcement to the passengers that we would be returning to ZZZ. We had ATC call Company and inform them and asked if they would prepare crash/fire/rescue for our arrival. I maintained the flying pilot while Captain Name worked the non-normal. We landed using the data in the QRH and under max landing weight. Normal braking; steering; thrust reverser deployment; and spoilers were available upon landing; QRH mentioned some of these items may not be available on landing. We taxied to the gate and attempted to start the APU. We received an APU fail on every attempt. At the gate we had no ground power because of MEL and no APU power. We turned on the emergency lights for passenger dis-embankment and shut down the engines.
