ACR WDB DISPATCHED TO FOREIGN DEST ARPT WITH ANTI SKID SYS INOP. FLT DISPATCH RELEASE IN ACCORDANCE WITH WX FORECAST AS DICTATED BY ADHERENCE TO MEL. ACFT LANDS IN OVERWT CONDITION DUE TO RWY CONDITION WET. UNAUTH LNDG.
FLT ORD-BRU; DEPARTED ORD ON THE 9/91 WITH AN INOPERATIVE ANTI-SKID SYS. TKOF WAS MADE ON 32L AT ORD (FULL LENGTH); AND WAS UNEVENTFUL. HOWEVER; ON DOWNWIND TO BRUSSELS RWY 25L WE WERE INFORMED OF A 'SHOWER' AT BRUSSELS. IN THE CAPT'S OPINION; THE RWY APPEARED 'DRY' AND HE DID NOT WANT TO LAND 25R DUE TO OBSTACLES FROM CONSTRUCTION TWRS. CAPT WAS MADE AWARE OF THE 'OVERWT' PENALTIES FROM ARPT ANALYSIS; BUT; HE FELT PENALTIES WERE NEGLIGIBLE. (APPROX 4000 POUNDS). LNDG TO 25L WAS UNEVENTFUL AND NORMAL. HOWEVER; ACARS SENT US A MESSAGE INFORMING US OF A '50000 POUND OVERWT LNDG.' THIS NUMBER WOULD HAVE BEEN CORRECT BASED ON ANTI-SKID IOP AND A WET RWY. HOWEVER; SINCE IN THE CAPT'S OPINION THE RWY 'SEEMED' DRY AND OUR ALTERNATES OF DUSSELDORF AND FRANKFURT WERE ALSO FACING INCLEMENT WX; HE OPTIONED TO LAND AT BRU. THE ACFT SHOULD HAVE NEVER BEEN DISPATCHED IN THIS CONDITION. BUT; DUE TO AIR CARRIERS 'MAX' SCHEDULING; AIR CREWS ARE BEING PLACED IN CATCH-22 SITUATIONS SUCH AS THESE. THIS IS THE MAIN REASON FOR SUBMITTING THIS RPT.
