Synopsis

Air Carrier ramp personnel reported he failed to give the NOTOC to the Captain prior to pushback. Flight executed a ground gate return to correct Hazmat issue.

Narrative

I was assigned to load Aircraft X on Gate XX but prior to loading the trip on Gate XX; I was given another task which was to offload Aircraft Y on Gate XY. and before going to Gate XX I needed to wait for my local driver to return from running his bags from the inbound on Gate XY. once he returned; we headed to Gate XX where there was another crew assisting us on the outbound. it was a heavy outbound going to ZZZ. But the assist crew left after we arrived. I was only given thirty-five minutes to load the trip with minimal ground time. And since the outbound Aircraft X was a very heavy trip; my frame of mind was every preoccupy with all aspects of the flight and receiving other tasks while I was still doing Aircraft X. I was not given sufficient time to evaluate what Cargo; and other commodities was to be loaded. I pulled up the Dangerous Goods Form paperwork but with all the confusion; I forgot to give the Dangerous Goods Form paperwork to the Captain. After realizing I still had the Dangerous Goods Form paperwork in my pocket; I notify the Tower to bring back the Aircraft to the Gate and give the Captain his paperwork. I notify the Tower and inform them of the situation of the Dangerous Goods Form paperwork on Aircraft X which I accidentally forgot to give the Captain being the fact that I am constantly rushed in doing my assigned tasks. My suggestion would be do not move crews from Gate to Gate and that would limit the number of mistakes.
