Synopsis

CLOSE PROX GA SMA ON STRAIGHT IN APCH AND GA SMA MAKING NORMAL TFC PATTERN.

Narrative

WHILE RETURNING FROM MOSINEE WITH MY WIFE; DAUGHTER AND SON ON BOARD ON OCT/XX/91; THE FOLLOWING CONFLICT OCCURRED: I CALLED UNICOM WHEN 12 NM NW AND OBTAINED A CURRENT ADVISORY. WHEN 7 MI OUT I ANNOUNCED MY INTENTIONS TO LAND ON RWY 14. WHEN 4 MI OUT I AGAIN ANNOUNCED MY INTENTIONS TO LAND ON 14. AT THIS TIME SMA Y ANNOUNCED HE WAS APPROX 2 MI S AND WOULD ENTER DOWNWIND FOR RWY 14. NOW AWARE THERE WOULD BE TFC DOWNWIND I ALERTED MY WIFE TO KEEP A LOOKOUT; AND THEN ANNOUNCED MY POS AT 3 1/2 MI FINAL. I ANNOUNCED AT 2 1/2 MI AND AGAIN AT 1 1/2. ANOTHER ACFT CALLED FOR AN ARPT ADVISORY AND THEN ANNOUNCED DOWNWIND BEHIND THE SMA Y. THE SMA Y ANNOUNCED TURNING BASE WHEN I WAS LESS THAN A MI FROM THE RWY. I BELIEVED HIM TO BE TURNING BASE BEHIND ME. I MADE VISUAL CONTACT WHEN HE LIFTED HIS L WING TO US AND HAD OBVIOUSLY TURNED BASE VERY; VERY CLOSE TO THE APCH END OF RWY 14; WHILE STILL NEAR PATTERN ALT. I DON'T BELIEVE IT WOULD HAVE BEEN POSSIBLE FOR THE SMA Y TO MAKE ANYTHING RESEMBLING A NORMAL APCH FROM THAT POS. LATER WHILE DISCUSSING THE INCIDENT WITH MY PAX; MY WIFE INDICATED SHE MADE VISUAL CONTACT IMMEDIATELY AFTER I POINTED IT OUT; AND MY DAUGHTER; WHO IS A 2ND LIEUTENANT IN THE CIVIL AIR PATROL AND A STUDENT PLT HAD MADE VISUAL CONTACT JUST PRIOR TO MINE. IT THEN OCCURRED TO ME THE SMA Y HAD ATTEMPTED TO 'RACE' ME TO THE RWY. THIS IS THE KIND OF BEHAVIOR THAT HAS NO PLACE IN AVIATION. I FILED A RPT WITH THE KENOSHA REGIONAL ARPT DIRECTOR; IN THE HOPE THE PLT OF SMA Y RECEIVES INSTRUCTION ON PLT COURTESY.
