Synopsis

INSTRUCTOR WITH SPI ON TOUCH AND GO HAS FLAP FAILURE TO RETRACT ON CLB OUT. RETURN LAND.

Narrative

I WAS WITH A STUDENT DOING TOUCH-AND-GOES. AFTER OUR THIRD TOUCH-AND-GO SHE (THE STUDENT) PUSHED THE CARB HEAT IN; FLAPS UP AND APPLIED FULL PWR. WE LIFTED OFF AT 50 KIAS AND WEREN'T ACCELERATING WHILE OUR CLB WAS NEGLIGIBLE. I CONFIRMED FULL PWR; MIXTURE AND CARB HEAT IN; FLAPS UP; OIL PRESSURE AND TEMP OK. RPM'S GOOD. AFTER TELLING HER TO LOWER THE NOSE TO MAINTAIN THE 50 KTS WE HAD; SHE ALSO MENTIONED THE POOR ACCELERATION AND CLB. AT THAT POINT I NOTICED THAT WHILE THE FLAP HANDLE WAS IN THE UP POS; THE INDICATOR WAS AT 30 DEGS. VISUALLY CHKING THE FLAPS CONFIRMED THAT THEY WERE FULL DOWN. I CYCLED THE FLAPS WITH NO AVAIL AND CHKED CIRCUIT BREAKERS. AT THAT POINT I TOOK THE CTLS AND STARTED A SHALLOW R TURN BACK TO THE ARPT; TELLING TWR THAT I HAD PROBLEMS AND DESIRED RWY 16R. TWR TOLD ME 7L; AND THEN CLRED ME TO LAND ON ANY RWY. AT THAT TIME AN LTT WAS ORDERED TO GAR FROM SHORT FINAL ON RWY 30 AND I TOLD TWR I'D TAKE 7L AND LANDED UNEVENTFULLY. AFTER TAXIING BACK I CYCLED THE FLAPS AGAIN AND THEY FINALLY DID RETRACT BUT WOULDN'T EXTEND. LGB TWR WAS VERY QUICK TO GIVE ME ANY RWY I DESIRED GIVING ME MORE OPTIONS TO WORK WITH. IN THE FUTURE; I'LL DEFINITELY MAKE VISUALLY CHKING THE FLAPS UP (OR AT 10 DEGS) PART OF MY TOUCH-AND-GO CHKLIST WHEN ON THE ROLL FOR TKOF.
